The Customs and Immigration Union (CIU) recommends that members grieve the Canada Border Services Agency (CBSA) decision to limit the payment of the National Joint Council (NJC) First Aid Allowance. CIU is advocating that members who meet the eligibility criteria grieve.
To be eligible, the members must meet all of the following eligibility requirements:
1. be Public Service employees within the meaning of the Public Service Labour Relations Act; (revised August 2, 2005)
2. be formally required by the department to be available on a regular basis to provide, in addition to their regular duties, first aid to the general public;
3. be employed at a location where there is a lack of readily available emergency medical treatment facilities in the immediate area (a radius of 10 kilometres); and
4. be required by, and at the expense of, the department to undertake and complete first aid training (St-John Ambulance Standard Certificate); and maintain such level of first aid capability.
CIU has been informed that members have received 2nd level replies denying their first aid allowance. We are therefore encouraging that eligible grievors submit to their supervisor a transmittal to the final level NJC.
Normally, grievors have 10 days to transmit the grievance. The CIU has received an extension until March 14th to transmit the grievances. Nevertheless, we recommend that you advise your members accordingly about the above eligibility criteria, the time limits and the requirement to transmit.
